Head Start was established in 1965 to promote school readiness and provide a comprehensive array of health, nutritional and social services to low-income children and families. Head Start is built upon the understanding that the development of young children is deeply influenced by the family, by their community, by their health, as well as the educational experiences to which they are exposed. The 1975 Head Start Program Performance Standards defined high quality services in early childhood education, parent involvement, social services, and health.

Who is Eligible?
Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and
children from birth to 3 years of age are eligible for Early Head Start services. Children and
families who are homeless, in foster care, or receive TANF or SSI are also eligible for
services. Eligibility is determined by Head Start program staff and some families may be
eligible for services if they are determined to be at or below the federal poverty level. Some
grantees enroll a percentage of children from families with incomes above the Poverty Guidelines
as well.

How to Apply
Head Start Program:Children will be considered for Head Start participation who are:3 or 4 years old on or before September 1, ANDFrom families whose incomes are at or below the federal poverty income guidelines, or a child with a diagnosed disability whose family's income is at or below 150% federal poverty income guidelines. 2009 Income Guidelines.pdfEnrollment Form 2010.pdf
