Founded in 1964 as part of the War on Poverty, Head Start is the nation’s largest school early education program that promotes school readiness by enhancing social and cognitive development through the provision of educational, health, nutritional, social and other services to enrolled children and families. With a budget of $7 billion dollars a year, Head Start serves nearly one million low income (primarily three and four year) children each year.
Description of Services: Head Start is a federally-funded program of early childhoodeducation and family development. Target Population/Eligibility Criteria: Early Head Start, for pregnant women and children birth – 3, and Head Start, for children 3 – 5, serves lowincome families in Monroe County. Hours of Operation and Service Delivery: · Early Head Start provides Home-based as well as Center-based services. Home-based services are scheduled at the convenience of the family and Center-based services are provided from 9 – 3:30 Monday – Friday.· Head Start provides Center-based services in either half day or full day programs. Half day programs are 8:30 – 11:30 Monday – Thursday; and full day services are 9:00 – 3:30 Monday – Friday. Full day programs are generally limited to 4 year olds.

Head Start programs provide comprehensive services to enrolled children and their families, which include health, nutrition, social, and other services determined to be necessary by family needs assessments, in addition to education and cognitive development services. Head Start services are designed to be responsive to each child and family’s ethnic, cultural, and linguistic heritage.
Early Head Start offers early childhood and family development services to children from birth to 3 years old, pregnant women and families.
ACAP Head Start in Albany County was first established as a pilot project in 1965. It became a permanently funded activity with Albany Community Action Partnership in 1966.
The Head Start program provides preschool children and their families with activities to assist in mental, social, emotional and physical growth. Eligibility is based on family income.

Beth Rivkah Head Start is affiliated with an agency called Crown Multi-Educational Services (CMS). This agency provides evaluations for children aging out of EI and for children between the ages of three and five. It also offers speech, occupational, and physical therapies as well as counseling and SEIT.
