Who is Eligible?

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

How to Apply
To enroll a child in Albina Early Head Start or Albina Head Start please refer to the links below. Please print and mail the Enrollment Application to our main office or drop it by. Please call (503) 282-1975 or (503) 236-9389 if you have questions. Albina offers Early Head Start and Head Start services to low income families living within our service area (N, NE, & SE Portland). Families must have a total household income of at or below federal income guidelines, and meet employment, or school requirements (Center Based). Albina offers full day Center Based services and Home Based Services. All services are provided free. Full day Center Based services require that parents are working, attending school, in a job training program, or on a documented job search. Home Based services require that families meet the income requirements but parents do not have to be working, training, or going to school.
